PS4 slim stuck in update 7.51 cycle

While on the PlayStation store, the console crashed and a message appeared “Connect a USB storage device that contains an update file for reinstallation for version 7.51 or later.” I downloaded the update file and put it on a USB stick, following Sony’s instructions regarding folder and file names, and stick format.

The console would not read from the USB stick until the external storage was disconnected, and the system rebooted in safe mode. From the safe mode install update option it gave the message “The following version of the system software is available: Version 7.51”. After selecting that it gave the message “Copying update file…”, followed by the message “The system software of the PS4 will be updated. The PS4 will restart and begin the update.”

After rebooting the next message was “Installing update file. Do not turn off the PS4 during installation. When the installation is complete, the PS4 will restart automatically.” After restarting again the message appears “Checking system storage status. Do not turn off the PS4. When the check is complete, the PS4 will restart automatically.”

After this restart, the first message appears again.

I have searched for an answer, and tried many things because apparently reputable said they would work. I have repeated the process many times. I have disconnected from mains power for up to 12 hours. I have installed the update directly from the internet. I have rebuilt the database. I have removed the hard drive and checked it with a Windows PC (reported as healthy, but Windows will not assign a drive letter to it, so Windows apps cannot be used to do surface repairs - that was from one of the more dubious suggestions).

I have not reinstalled it (the other download from the Sony site) because I would like to keep my daughter’s game position saves. Has anyone met this problem before? If so, did you solve it?
