Zone cart has no power to the pedal.

HELP! 2009 Zone 48v (basically the same as star classic 2+2) It’s at the shop now (5 weeks there) but they seem to be lost. Had all new batteries installed and new wiring harnesses done (cart has been in a barn for 2+ years and rats chewed the wiring), then new controller installed and still nothing on the pedal. It doesn’t click when pressed. Supposed to read fine at the pedal and controller. They checked the solenoid and said it’s good, but still seems to me it could be the solenoid. Please simplify your answers. I know basically nothing about a golf cart/wiring. Thanks!
