My screen is getting un-pixelated horizontally.

The Dell latitude st isnt my device, i was just forced to choose something and i couldnt find mine. I need help with my Onn 2-in-1 tablet with detachable keyboard, windows 10. From what i remember, this started 3 weeks ago. When ever i would go to a website like the citation machine site, my screen would start to act up. It would at first add slanted lines on any videos ads plays on the sides. You could still see the videos but there would be several lines. The colorful lines only happen on the videos. Then after a few seconds, the whole screen starts to get white lines all over the screen like below. I can still read everything in on the screen and it would only be for some minutes that this issue would appear. But this is the third or forth week already and its starting to get more pixelated to where i can barely read the words. Once when this starts, it affects the whole pc, so if i close google chrome and open another app the pixelation is still there. Lately its been taking longer to take off on its own. But a weird thing is that this dosent happen everytime. For example, i have PUBG installed on this device and if i just turn on my pc and go to the game or ay other app, the problem dosent appear. This dosent happen everytime i go to chrome but it is starting to become bothersome and i need some help finding out what its is.
