Why is my laptop not turning on even when trying SMC and PRAM resets?

My charger is plugged in, the outlets seem to be working because I tried other chargers for my phone on there, but my laptop is still not turning on. I attempted the SMC reboot using the Shift on the right side, and the Control-option on the left side, but still no luck. I also tried the PRAM reboot, but still no luck.
