Apple Logo for 3 Seconds then a backlit black screen

My iPhone will only turn on when its connected to a charger, it will only show the Apple logo for 3 Seconds then go to a backlit blackscreen.

I tried connecting the Phone to a PC and boot it in Recovery mode but my Pc wouldnt recognize the iPhone and only Display “Unknown USB Device (Device Descriptor Request Failed)” in the device manager.

-I have ITunes installed and it does recognize my Ipod
