Xbox one powers on but wont start up.

My xb1 will power on but wont start up. I just see no signal on my TV. The xbox logo light is on the console and the power brick light is white. The fan is running too. I've tried multiple power bricks, wall outlets, tried the hdml cable on my xbox360 and it works fine. Tried hard reset. Tried holding in the eject and bind buttons. Nothing seems to work. It's like it's not getting enough power to boot up. I've also tried opening the console up and cleaning it since Microsoft no longer services the original xb1 but there really wasnt much dust/dirt. Any ideas?

Update after having it set turned on for a while it suddenly loaded up the green screen with the logo and my controller connected. Progress?
