I restarted my phone and i got stuck on a unable to activate screen and the only options it gives me is shut down and i need help

Also, is the IMEI number shown on the info page, and do you have a triangle exclamation mark in the upper right corner? These are signs of a cellular issue which needs a professional to fix.
