Hi,

The Volume buttons may be jammed.

The Volume Down button being jammed operated causes the tablet to go into safe mode when you start it.

As you can see from the procedure to enter safe mode in your model:

Turn the device off.

Press and hold the  Power key.

When 'Samsung' appears on the screen, release the Power key. Immediately after releasing the Power key, press and hold the  Volume down  key.

Continue to hold the Volume down key until the device finishes restarting.

‘Safe mode' will display in the bottom left corner of the screen. Release the Volume down key when you see 'Safe Mode.'

It may be that you will have to open the tablet and find out why the Volume buttons are jammed.

Here’s a link to the ifixit Samsung Galaxy Tab 3 7.0 guides. They should be of some help in opening the tablet to determine why the buttons are jammed.
