Fans working but won't boot

Hey, I'm building my first pc, and at first it worked, everything worked, but then a week later I went to add a hdd ( it arrived late, and I thought it wouldn't arrive). The onboard diagnostic leds don't work, the fans spin at full power continuously, but it doesn't boot. I tried resetting the bios, changing the ram slots with only one stick, takk g the gpu out, getting the hdd out, and it still doesn't work. Please help, it's so very important for me.
