PS3 Slim beeps twice but doesn't enter safe mode

I haven’t used this Playstation 3 Slim for years and today I wanted to play some old online games but it required me to update to version 4.85. I started installing it but it always stops at 52% and gives the error code 8002F1F9. I downloaded the update file on a USB and attempted to enter safe mode. I did all the instructions correctly and released my finger from the power button when it beeped twice fast. Instead of safe mode, the update starts again! (and it still stops at 52%)
