Ps4 console cuh-1115 turns on then off

My ps4 recently got a problem that when turn it on it beeps once, the blue light shines like for less than a second then it shuts off becoming unresponsive until i unplug and plug back in the power cord, repeating the same symptoms.

I tried the washer method and tightened up but no success on that.

The power supply is good because i tested the voltage and the multimeter gave me the reading of 11.94 V so i rrally dont know what could be the issue.
