Can I downgrade from windows 10home 64 bit to 32 bit?

I have a inspiron 15 3565 with preinstalled windows 10 home 64 bit , due to its slowness and ram shortage. However I dont want to lose my activated windows, because it costs ive heard 100 dollars to get a new copy, so is there any way i can downgrade with my files intact and with it still activated without buying a new version?

Your query seems to be missing some information right at the beginning which you may want to edit. Also a good idea to include which model # your computer is when posting a query. As to any questions regarding Windows the best place to be asking about licensing requirements would be at Microsoft.com itself.

Probably best not to go 32 bit as it's only going to be slower and limit the performance of the laptop.

If the computer came with windows 8 or newer the license key is paired with the motherboard so if you reinstall windows 10 with choose the right edition which is home it'll reactivate itself when it is connected to the internet after. You can skip entering license key during installation when prompted.

Computer running slow are commonly due to two things. Hard drive failing (upgrading to a SSD at least 240GB) will make a night and day difference. Junkware apps / running multiple antiviruses will slow down the system. Disabling background apps will help considerably and also uninstalling unneeded apps will too.

windows 10 64 bit minimum is 2gb ram 2GHz processor, this has 4gb ram and a 2GHz processor, Ive run with a latitude e6400 with 4gb ram and a 2ghz processor and windows 7 32 bit and it works a heck of a lot better

Im also looking at the cpu in task manager , and when it freezes there is 100% on processor, ram is around 93% and disk is at 100%

Just upgrade the RAM. It has two slots for up to 16GB.
