Why does my Mac Pro not booting and why it's freezing during work?

Hi everyone few days ago i bought Mac Pro 4.1 Quad Core Xeon 2.6, 16GB ram, GeForce 120 for pretty cheap, all components should be functional but computer had one problem, seller told me it freezes during work and after restart it works normally again. I tried installing Mac OS on USB Drive and run it from that till i find out what is causing that problem after what i would buy SSD, but now i can’t even boot it. When i press power button everything starts spinning, but nothing on display and it doesn’t play that Mac startup sound…. and also i have red indicator on the CPU tray, do you have any idea what can cause this problem, i tried swapping ram modules, changed battery, nothing changed.

And also i should mention screw is missing on CPU tray at least 1 if not more. Maybe that can cause some problems?

I would be very grateful if someone can help me solve both problems, thanks in advance :)

Lets see if the former user tried upgrading that CPU. Please give us your serial number or you can do it and post your results on your 2009 Mac Pro. Posting a photo of your LEDs when it fails to boot might help us too.

I would also ask the seller what he has done on it and if he knows what the issue is.

UPDATE 9/5/19

Perform an SMC reset by:

removing AC power cord.

press and hold the power-on button for a quarter minute to drain the power capacitors.

re-Install AC power cord.

attempt to start up normally.

See page 36-37 That appears to be a CPU failure LED.

You really need to ask the former owner what he has done.

Hi, thanks for the reply seller told me that he tried few ideas and neither worked so he sold cause didn't have time and patience to find the solution. I uploaded photo and video, but can't find the way how to post it in comment it only posts it as words video (1224) for instance but not video or photo.

I asked seller, he said he changed paste, he swapped graphic card, neither of those worked. They had no time their designer needed new computer so they bought new and sold this one. They didn’t try anything else. But I also tried to change replace battery on motherboard, tried to every possible combination with ram stick and modules, everything was the same. Tried smc reset and I tried nvram reset neither of those worked.

So he's been into the CPU and we don't know if it was reassembled correctly. If it were in my shop I would simply swap the CPU trays to verify it. If you know of someone else with a 20-09-2012 MacPro, that would be your first choice. Lets see if we can identify that loose screw, please post a photo of it. Pull and examine you CPU tray and see if you see any empty hole or any burned components or other anomalies.

I don’t know anyone who is using Mac Pro same as mine, I uploaded photo in my question, you can see there is a screw missing in upper part of tray, at least 1 if not more.
