Changed Battery on dead Ipad and It won't turn on or charge

Ipad Pro died and would not power back on or take a charge. After using a smartmod tristar tester to rule out hydra/tristar chip I went ahead and ordered a new battery and replaced it. This however did not remedy the issue. While plugged in the ammeter is at zero but will very briefly jump up to 1.07A and then drop to zero again about once every second or two. The battery voltage reads at 3.82V and while the battery is removed if I connect the lightning cable and test the connections to where the battery “plugs in” I can get around 1.3V but it does fluctuate wildly.

I guess my questions are how many volts should i be getting at the battery connection while plugged in and any thoughts on what the actual problem is. Also is there a better way to test the charging port since it soldered on the underside of the board and Id like to make sure that power is at least making it through to that point (even though the tristar tester did give the dock a pass). Thanks

You must’ve got a bad battery. If it won’t turn on that’s because the battery is dead. If it won’t charge that’s because the battery has an issue and isn’t taking in the charge.

Forgot to mention that we ordered 2 batteries and tried them both. They both test fine with the multimeter (3.8V) so as much as I'd love for that to be the case I'm having my doubts.

@benobee Oh. This could be a number of issues. Does ANYTHING power on? Do you hear the speaker, or see a flicker on the display? Maybe something that charges your device stopped working? It's hard to rule out anything for sure.

@conzo I get no signs of life what-so-ever. Which I'd think with a battery testing at 3.8V I should at the very least get a dead battery sign when I go to power on. and also nothing when I plug it in... Do you know anything about these smartmod tristar testers? how reliable are they when it comes to diagnosing a bad dock? And just because tristar passed could we still be looking at PMIC? The owner says she never unplugs it, sits on her end tabel next to her chair and has been plugged into the original cable since she got it, which is another reason I thought battery but maybe that is hard on other components as well? What is the best way to test the power as it travels from the dock to the battery connector and is the 1V I'm reading at that connection a concern? should it be higher? Thanks for your time and your insight!

@benobee Reading 1V? I don't know if that's normal or not, but my S4 has a 3.8V battery. Maybe some kind of faulty if gate or not gate on the logic board is triggering a resistor and limiting the voltage to much, but I do belive you could get a battery flat symbol with 1V. I'm very confused about this problem.
