2007 Chevy Impala brights come on with right turn signal.

I have been told to check the fuses and had a friend look at it he pulled two 25 fuses from the fuse box inside the car but the issue with the lights is still happening. would it be one of the fuses under the hood and if so which one can I take out to fix this problem before continuing to repair the switch or anything else to fix the problem??
