Voyager pro tablet won't turn on or hard reset

Rca Voyager pro tablet is not working. It won't turn on, it keeps restarting and only gets to the rca logo page with the dogs then turns back off again. Tried to hard reset with the “power" button and “volume up" buttons and let's me select “hard reset" and says it wipes it and completes but now does the same thing only now it gets to the Voyager page and keeps repeating the same thing. It has a reset button on the back for a pin to be stuck in but don't know what to do.
