When I select turn off console in menu shuts off quickly the restarts

First console would not start! power failed brick. Looked like it started working. I didn’t see a problem until i tried to shut it down. I Selected shutdown console from menu, the box shuts down almost immediately, but active controllers keep flashing. then console light comes on and box restarts. Over and Over! Only way i can get it to shut down is to remove controller battery right after selecting shut down? Then console stays off.
