Controller won't turn on when plugged into console

I’ve had the one s for a year and have accumulated 4 wireless controllers. I recently bought insignia rechargeable batteries for each. Three of them charge when plugged into the console using a microUSB cable. However one does not. At first, I checked the battery but switching batteries between controllers did not change which controller did not work. Every other controller vibrates and turns on when plugged into the console except for this one. The controller turns on when using the Insignia battery or AA batteries but I think the microUSB port does not work. How do I fix it?
