My dishwasher ONLY fills with water during the rinse cycles.
I have a Kitchenaid Dishwasher, Model KUDS40CVSS3 that’s about 7 years old. It fills only during the rinse cycles. On the wash cycles, you can hear the hum only. If you add water, it works fine (draining, heating, spray arms, detergent door, etc). We have replaced the water inlet valve as well as the electronic control board. Neither of these fixed the problem. When you move the float assembly up and down, you can hear the contacts clicking. Any other ideas?

Test the float switch with an Ohmmeter to ensure that its' contacts are actually making/breaking a good electrical connection. Just because you can hear it clicking doesn't mean that the contacts are OK.
If the there is no continuity when the float is in the normal position the inlet valve will be prevented from being operated.
Be safety aware, disconnect the power before attempting this.
I admit I'm scratching my head on this a bit, given what you have tried and cannot see how the rinse cycles would fill but ....
