rear running lights wont shut off

start car and dome light on, rear running lights not brake lights and constantly on even when key not in ignition, plus brake lights don’t work at all. just replaced headlight switch and dome light now shuts of when door closes and with switch. can’t figure out why rear lights stay on. 67 cutlass
