Why can't I pinch Zoom on my note 3?

I Have note 3 SMN900T ,With the 5.0 lollipop version. I am somehow unable to pinch zoom I have to double tap which doesn't work well in browser. Pinch zoom however works when magnification gesture is turned on. recently I have noticed multi touch features aren't working either.
