Just verifying that you checked fuse #45 in the passenger compartment fuse box and fuse #10 in the engine bay fuse box.
Not sure but the manual on p.197 says Fuse #45 Front wipers (logic) so it may be that there is a problem between the wiper stalk, the control module and the wiper/washer motors. Vague I know but it appears that the wiper switch doesn't directly operate the wipers/washers.
It could well be a faulty connection to the wiper stalk or a problem with the control module.
