New pro clutch have power going in and out of harness but still won’t

Bought a new pto clutch for my cub cadet with mower running I have power on both sides of the two wire harness but pto still isn’t engaging please help just bought this mower for 800 mowed one time and I thought pto took a crap so bought new one and still no go
