I'm wondering if I can use an iPhone, or any other phone, that can not be used on particularly carrier, like T-Mobile due to Outstanding Balance etc. with a different carrier, like AT&T or any other carrier?
It is possible?

Unfortunately if the phone is turned off for such a reason it is placed onto a blacklist and will not work on any carrier in the US.

If you fail to pay for your phone it is blacklisted. No matter if it is unlocked or not it cannot be used anywhere else.
I agree the phone will be blacklisted if the phone is financed and he still owes payments on the phone. However, @dkendel doesn't say whether the outstanding balance is because of missed payments on a financed phone or because of missed monthly service payments with an already paid-for phone. My answer will cover both scenarios.
