Have you tried another USB mouse to prove whether the problem is in the mouse or the laptop?
Try connecting another USB device, that gives an indication that the laptop is supplying power to the USB port and that you can connect to it, e.g. a mobile phone should show that it is charging as well as trying to connect or a USB keyboard.
If the problem is in the laptop what OS is installed?
