What is the TV make/model?

If this is a SONY XBR, I was told this is an LCD issue and cannot be repaired.

There's very little to go wrong in the cable itself but there's a small chance you could fix it by re-seating it in the socket on the main board. I suggest to submit a new question, including the make and model and one or more photos to give us a good idea of the exact nature of the problem.

From what I can see it seems that the right-hand half of the screen is intermittently brighter than the left. If this is a relatively new TV the backlight will be provided by a row of LEDs along the bottom of the screen (or maybe the top), and it would appear that half of them are not functioning correctly. This could be a bad connection or a bad solder joint, but if it's in the screen itself, my guess is that it'd be hard to fix. But it's possible that there are 2 separate circuits, each providing the current to half the LEDs, and one may be failing.

If you take the back off you may be able to locate the wires running from the LED drivers to the screen. These will be distinct from the cable or ribbon (s) taking the picture to the screen. Hence, if you can locate 2 identical groups of components, being the drivers for the LEDs, look for any differences between them such as signs of overheating or swollen electrolytic capacitors. These may be relatively easily replaced.

However, if the problem is more a difference in color than a difference in brightness between the two halves of the screen then this could be harder to fix. The only thing I can think of that you could try would be if you can locate one or more wide ribbon cables running from the circuit boards to the screen, you could re-seat the ribbons in their sockets. The sockets frequently have a clamping bar which you have to lift or pull out, but be gentle because if you break it you'll have yet another hard problem to solve.

@medjdoub45 the answer from @pleriche is of course an excellent one. I just replayed your video in slow motion and this is more than just a brightness issue between the two side. This looks more like a timing issue. This could be caused by a bad T-con board as well as bad cables. You need to tell us what exact make and model your TV is so we can help you out further. Also, unplug your TV and take lots of good pictures of the circuit boards. Post those with your question so we can see what you see. Use this guide 在已经存在的问题里加入图片 for that.
