The carb has two little hoses one to the filter the other to?
The other hose on the carburetor goes where??

Most likely it goes to the gas tank as the carb is used to mix the fuel and air to make the right ratio so if one goes the filter the other one will go to the gas tank.

@jrich4104 what exact model is your Toro and /or what engine is it. Kohler, B&S,Tecumseh? Most smaller push mower carbs only have one line going to the carb. There may be a separate line going to the air filter.
