I have an iphone 6 64GB that has a bad battery drainage issue, did a complete reinstall of the OS and apps, did an online Diagnostic with an Apple rep and he said that I most likely have a Hardware issue. Apple charges $300 for an out of warranty Hardware issue. Suggestions?

It seems to me that the Apple Diagnostics would normally catch a bad battery.
Maybe you have a bad camera, flex or sensor that is pulling excess current. Everything seems normal but it kills the battery.
I would propose doing a test.
Then open up your phone, disconnect the cameras, sensors (proximity/ambient light) & the Lightning port and do the same test.
If you see the same result, then there is something wrong on the logic board itself. If you see a noticeable difference, then add one element at a time until you see what causes the drain.

Check battery life with 3UTools which you can download on a windows computer.
If battery life is near 60% or lower then get the battery replaced.

Is your battery still original or has it ever been replaced? I have noticed that iPhone 6 and up batteries are dying at rates much higher than the 4 and 5 series iPhones. I've replaced more iPhone 6s batteries than any other model and all were original batteries. It's either an issue with the batteries themselves or maybe charging habits. I'd replace the battery with an iFixit battery replacement part, if you haven't replaced the battery already.
