Lens cover not open/closing - its stuck halfway - also has dust in it
Can the Lens be removed and then further disassembled to clean out grime and get the proper opening and closing of the cover to result?

From the repair guide, it seems removing the lens from the camera is fairly simple, but won't get you much further. Disassembly of a compact camera is generally possible, but reassembly is much harder. You can get some idea of what's involved from Canon PowerShot SX200 IS Lens Disassembly

Excellent advice. After about 5-10 minutes of first inserting a sheet of paper between the lens cover "louvers" I got brave and used a dental pick as well. The paper alone would not free up the louvers, but using the dental pick and GENTLY prying I was able for free-up the operation of the lense louvers. I put a small amount of WD-40 on a QTIP and lightly lubricated where the metal on metal louvers overlap. FIXED - Thanks !

Good news, bad news - the action of freeing up the operation of the lens cover louvers has "released" some of the dirt/dust to where there are several noticeable spots visible thru the viewfinder that appears on all pictures. I will have to remove, clean and re-assemble the lens itself.
