Ds lite no charge light at all and no power on

i have a ds lite that dosnt turn on and the charging light dosn't even blink so i have tryed it on another ds and the charger charges other ds lites ok why wont it work?

it smelled like popcorn when it stopped working so something burned out.

I have tryed to turn on with charger plugged in with no battery but it dosnt turn on nor does orange light even blink

it has never been dissasembled yet
