Why is my tablet not turning on even when it's charging?

Recently, I've noticed that my tablet wouldn't turn on when it was charged then when we reset it n pressed down the power button the rca logo just stayed on & didn't turn completely on. We tried charging the tablet but the battery just kept blinking every 30 seconds n still wouldn't charge?
