I have Time warner. I had the same problem. Try turning the power off or unplugging the cable box for 15 seconds. Turn it back on and it will reboot the box. This will take about 10 minites. Good luck!
What input is the TV connected to that gives this problem, Antenna, HDMI, AV etc? If you have devices connected to the other inputs of your TV have you tried them to see if you have a picture when you use them e.g. DVD player connected via HDMI or AV?
