When using the share function broadcasts don't seem to work most likely due to the issue my console has with recording video. For some reason the video it records is not the correct length then speedy up and really julky/jumps around a lot, it will skip around and also keeping bits of the recordings that are over the allotted time. When a game is loading it usually records that fine.

This sounds like a software issue more than hardware, specifically a glitch storing the recordings. I would recommend starting the system in Safe mode, then select the option to rebuild the databases. You can find a guide on how to do that here.
If that doesn't work, your only option may be to re-initialize the PS4, or reset the settings back to factory default. Both options can be found on the menu when the system is started in safe mode.

Yeah, I've done all that stuff, I should have mentioned that ;P
I'm certain it is a software issue somewhere too (It's the same console that crashes if system music is on, no matter how many times I've reinstalled, changed hard drives and what not)
After looking around on google I couldn't find someone with the same issue so I came here incase there may be something I haven't tried so I can try and possibly fix it ;P
If reinstalling isn't working, I'm not sure what else I can recommend. I don't know if this is the case with PS4, but with the original X360 they had "the essentials" of the operating system stored directly on the board, since a hard drive had to be bought separately. At this point I'm wondering if PS4 does something similar, in which case the software bug could be there.
Yeah, That's what I think is the case, they have to have something stored on the mb as of knowing which update was last on it. Also to have the safe mode. My last bet really is to hope a software update can fix the issues by over writing what seems to be corrupted files on it. Either way I can still play games so it's not a huge issue.
