When a new screen does not fix your touch issue, then it is a board issue, and probably a touch IC issue.
This is repairable, but not a DIY job. You need to find to someone who does micro-soldering or subcontracts to a micro-solderer. You can look one up near you by following the link on my profile here on iFixit.

Try holding power button for 5 seconds with battery unplugged and screen plugged on and unplugged it may help.
