I recently changed the Macbook Unibody glass screen, However, I don't have the iSight camera bracket (as seen in step 23 of MacBook Unibody Model A1278 LCD Panel Replacement). Will my camera still work? Does does the camera bracket do?

Well... Yes it will work.
But, it may not line up correctly within the window in the black mask of the cover glass so the image might be cut off.
The bracket catches the iSight camera (which is loose) so it is correctly aligned to the hole in the back mask.
I would recommend to try to find your old cover glass to retrieve it.
