Airport card upgrade for BT 4.0 LE
Which 2012 + airport card could be installed whit or whitout an adapter on those models to reach compatibility with handoff + continuity on Yosemite?

Sadly, Apple does not offer an upgrade Bluetooth board for your system. I don't know of any Bluetooth 4 boards that would be compatible here.
So far only combo AirPort boards (WiFi/BT) in the MacBook Pro series have been tried.

I have no answer as Apple never offered it and I have not found any other source.

Buy a little bluetooth 4.0 dongle it doesn't take much space and they are cheap

So far that won't work with HandOff services.
Would external or anything like that work ? Or any internal ones that might work ??

Your system is so old I just don't seeing it. Remember your system has the older separate bluetooth board that connects into the internal USB bus and the AirPort WiFi adapter connects via the PCIe interface.
There is no external options here either. Things might change as this is really the only possible option here but thats still wishing ;-{ Sorry, I just don't see it.
Time to save the pennies for a new system.
