CPU won't go over 1.2GHz in Windows 8.1

I installed windows 8.1 on an early 2008 macbook pro 2.4ghz penryn core 2 duo and the first things I do is run diagnostics, I opened cpu-z and task manager and they both show the cpu is at 1.2ghz. This is even when it's plugged in and the power options on high performance, I even tried loading it with prime and it stays at 1.2ghz no matter what and cpu-z says it's always on the x6 multiplier and never goes to full x12. The fsb stayed at 200mhz though, and when I tried loading it with passmark I only got a meager 900 points in the cpu test no matter how many times I tried running it and even with no other programs running, this proves that the cpu is running way under it's normal operating 2.4ghz speed. Can anyone with knowledge on how to solve this help me?

First I would strongly recommend you make sure your firmware levels are upto date. Follow this Apple TN: EFI and SMC firmware updates for Intel-based Macs.

Next, I would make sure to be using the most current OS this system can support (Mountain Lion or Mavericks) and BootCamp was also upto date.

Ok, I will check the firmware. I'm still on Snow Leopard and I'm using Windows 8.1 so there's no Bootcamp drivers for it because it's last Bootcamp driver was for Windows 7

Ok, I check it has the latest firmware 1.4 and I don't think my mac operating system will affect it's cpu speed in windows.

We use Windows 7 with Bootcamp (corporate standard). With that sad I don't think using Widows 8 should be an issue here. The issue is still the OS and BootCamp both need to be newer as Apple has updated Bootcamp.

The mac os? I thought windows in a seperate partition and mac os has nothing to do with it. I don't see any macbook pro early 2008 bootcamp drivers.

Well, I'm going to try using windows 7 on it. See if it makes a difference.
