My iPhone 4 was dropped and now won't turn on unless on the charger. When on the charger, the service does not work ("searching") and the WIFI box is grayed out, and the bluetooth doesn't connect.
I tried unplugging and replugging the battery but that did not help.
Anyone know what the problem is/how to fix it?

this is most likely multiple problems due to cold solder joints under at least your power management chip, and possible also baseband and wifi chips.
Not feasible to repair.

Anything I could try? Also I forgot to mention that the date and time is wrong when I start it up
well fixing your date and time will solve your searching problem--just put it in manually under settings. In that case, you likely have just lost the wifi chip and your power problem is probably just a loose battery. You can lift and refasten the battery and dock connector flexes to hopefully solve your no power problem. Then either connect to iTunes or manually set your date and time which will likely solve your searching no signal problem.
Then you would only have a no WiFi problem which is common on your device, some folks have success with a blunt force "reflow" which is applying heat to the WiFi chip on the top side of the logic board near the very end of it. But others have tried and used too much heat and burned components so that the phone no longer works. You could probably find place that would be willing to replace the WiFi chip itself.
