He gave it to a lab for corrosion cleaning.

That is very typical of water damage. Here's the deal. If you make pancakes on Saturday morning, and you drip the batter on the counter, it is easy to clean off right away. But by the next day, it will take you forever to get it off. Think of water as a pancake batter for electronics. It quickly causes metals to oxidize. There really isn't a cleaner that can magically undo that, especially when you consider that 80% of the board is hidden under a soldered on shield. The oxidation is not accessible to the cleaner.

Sometimes you get lucky, but your friends result is not atypical at all. I wouldn't jump to conclusions about the shop.

I would suggest going to eBay and clearly stating your story, and making sure to tell folks that you will remove the device from your iCloud account so that it could be activated if anyone was able to restore it. Even water damaged phones retain their value pretty well, and lots of people think "well maybe I could get it to work with just an alcohol bath" and are willing to bet money on that.

Take the cash from the eBay sale and buy a good refurbished phone that has no history of water damage.
