What causes Printing with Ghosting & a Bar of little lines

Prints with Ghosting & a repeatable bar of little lines at the top or Bottom. Bar made up of the lines is about 3/8 inch tall and almost all the way across the page. Not all the time. New cartridge was working great then problems have started. Wiped off Image Transfer Belt with those images on it. Good for a few pages. Pictures available
