Why does computer force me to run in Safe Mode?

I am running the last version of XP with Service Pack 3.

On starting up, my computer displays Windows screen for 21 passes of the counter, then goes to a blue screen with white lettering. At the bottom of this is a line with various codes which, I'm told, describe the problem.

The screen rapidly and automatically then goes to a black screen with options in white, mostly variations of Safe Mode.

A repair Geek company has told me it will cost me $100 just to get someone to come out and collect the codes, so I did it myself over time. They are:

***STOP: 0x0000000A (0x00000028, 0x00000002, 0x00000000, 0x80523969)

Can anyone tell me by looking at this line of code what is the problem with my computer and whether I can fix it myself?
