The ipad mini is narrating everything on it. I touch it and it tells me what it is and that I have to double tap to open it. It tells me to slide to unlock. I've turned off suri.
Try triple clicking your home button. You have the voice over accessibility feature on. If the triple click doesn't work it's under settings>general>accessibility. You can also disable the triple click feature under the same menu. I hope this is helpful.
