You need to run the onboard diagnostics if you can, Apple messed it up with an OS update and never fixed it. If the diags fails to run you’ll need to run [link|https://www.tunabellysoftware.com/tgpro/|TG Pro] to see what SMC is doing.
The process - kernal_task can go into overdrive consuming the CPU!
-This is both a SMC action and can be a misbehaving App as well. As you likely haven’t started any odd Apps

I’m betting it’s SMC! SMC will do this to throttle down the CPU as a critical sensor has failed or reporting an out of range condition.
