changing the drive and ram

i’ve tried to change the hard drive but i forgot to download the OS on a rebootable drive so i’ve removed the new hard drive and put back the old hard drive but now my mini doesn’t work at all the power light goes on and off and the pc makes a sound and nothing appears on my screen
