A classic trick to free up ceased buttons is to drop a drop of isopropyl alcohol on the button, letting it soak in and then rapidly pressing the button. This usually frees up the button, atleast temporarily. This only works if the stuck button is caused by dirt.

The permanent solution is to open up the watch and clean out any dirt making the button stuck or replacing the actual microswitch.
