It is mostly due to a defective screen. But, if a new screen does not solve it like @refectio said, note that this model is prone to:
-- Touch controllers separating from the board due to hard drops or bending of the housing; rebelling or replacing is necessary;
+- Touch controllers separating from the board due to hard drops or bending of the housing; reballing or replacing the touch controllers is necessary; "reheating" is not.
- The circuit powering up the screen is partially shorting (very common for this model). Replacing the failing components is necessary.

-Also to be noted that due to poor isolation, most 5Cs suffer from glitchy touch if used while charging.

Either the board has suffered from flexing because the plastic housing is not rigid enough, causing the touch controllers to separate from the board (like iPhone 6/6+ touch disease) or the circuit powering up the screen is shorting - also a very common issue for this model.
