I consult with Fitbit first. They suggested warranty only covers 1 year on the purchase date. (which it broke the 3rd day after warranty ran out).   They indicated it's impossible to change, so they offer me to purchase HR Altas or HR 2 for 25% discount.

Later.... ebay showed up the replacement bands for $30.....

One way or the other, it's just says Fitbit is very bad at their customer services. Their ultimate goal is for customers to keep upgrading.
