icon bar & background disappeared, how to get them back?

My mac was all fine till i tried to change a background once. The background turned all black and the icon bar disappeared. i tried to change the background after that but no use. And i tried to get my icon bar back from "Dock" but still nothing happens.

Can someone please help me?
