Sometimes you can "waskwake up " a Li battery by briefly connecting a 9V battery to the cellphone battery. Connect + to + and - to - and keep on there for a few minutes. Then try to charge your battery again. Measure the voltage on the battery connector with the phone plugged in, lets see how much voltage it shows when plugged in. Otherwise I would suggest that you start with a new battery.
