You can try Phoenix USB Dead Flashing procedure. With Phoenix you can connect and flash it powered off. Flash it with the same or higher version - no downgrade.

This is the only thing that you can do.

If you have a damaged security area (where recorded IMEI), then you need a special tools and you must pay extra for RPL calculation (more money then the price of the phone).
